Community participation

 Community engagement

Community engagement and interaction of the beneficiaries has been one of the basic principles in all activities carried out by the PWP. Identification of needed subprojects by the community’s male and female population, with the help of the PWP’s social workers is an important manifestation of the principle. The PWP’s social consultants help the communities establish beneficiaries’ committees to take up the responsibility of follow up and monitoring from the start of implementation up to delivery and on to operation, and maintenance for the sustainability of the subproject.

Community contracts

PWP has initiated a new experiment to implement subprojects through community contracts. What this essentially means is that construction contractors would be selected from among members of the same target community. The selection is done through a transparent, equitable and competitive process adhering to provisions of the state’s procurements act. The elected beneficiaries’ committee in the community oversees the implementation and conducts control and monitoring jointly with the consultant engineer appointed by PWP. The committee is given powers to take legal action in cases of violations or non-compliance with the specifications of the subproject at hand.

With this experiment, PWP hopes to qualify a number of local community contractors and generate short-term work opportunities for locallabor; while at the same time, building construction and building skills. In addition, it hopes to forge collaborative relationships between people based on the common good, and the creation of a feeling of ownership for subprojects implemented in the community to ensure long-term sustainability of subprojects.

PWP is following a modern strategy that guarantees success in project implementation, and, at the same time, maintains future sustainability: through the creation of positive relationship between beneficiaries and completed subprojects. It’s a strategy developed by PWP to ensure the sustainability of its subprojects in target areas – a unique feature for PWP that distinguish it from other institutions working in the same field.

The need for basic social services has created a strong incentive for the beneficiaries to actively engage in the various phases of project implementation - starting with the preparation phase and continuing until the subproject becomes operational. The engagement of the community in subproject implementation has improved organizational capacities at the community level. By implementing services subprojects, whether those that have been completed or still under implementation, PWP is helping to improve social cohesiveness among the beneficiaries. It’s also helping to revive the spirit of collective action and bringing people together to work for their common interests and needs.

The PWP adopts a strategy assuring the future sustainability of subprojects

The PWP followed a modern strategy to ensure  success in the implementation of subprojects and preserving future sustainability through the creation of positive relations between beneficiaries and the subprojects.

This strategy is innovated by PWP to assure the sustainability of its subprojects in the target areas,  a feature that distinguishes it from other institutions operating in the same field, as  the need for basic social services created a strong incentive for beneficiaries to actively participate in different phases of the subproject from identification and prioritization to preparation, implementation and operation & maintenance. This process of participation led to the improvement of the communities in organizing themselves and to improve the social cohesion between individuals of the beneficiary communities, and to revive the spirit of collective work around their communal interests and needs.
